The RISE program works with IRCC eligible clients using an integrated, holistic and client-centred model, providing clients with specific One-on-One case management, community connections and group orientations, through a wrap-around approach.</p><p><b>The key areas of responsibility are:</b></p><ul type="disc"> <li>Conducts outreach to solicit client referrals (Aged 15-30) to the program (including working with IRCC RAP);</li><li>Responds to client referrals by outlining the program eligibility and services;</li><li>Conducts client intake of eligible clients, including service consent, needs assessment or provides information on and referrals to other community service providers, resources and professionals as required;</li><li>Conducts in-home assessment of client needs, assets and capacities through interviewing clients, preparing case histories;</li><li>Plans, prepares and conducts life skills training, encouragement and support (individual service specific to the needs of newcomer youth);</li><li>Participates in the development, and implementation of group services, including the workshops, courses, workshop series and support groups;</li><li>Provides in-home and community support and guidance to youth clients and their families; facilitates positive family communication, assists clients in making positive changes and solving problems related to integration and self-sufficiency;</li><li>Connects clients to community resources and services through language and cultural support;</li><li>Provides emotional support, cultural brokerage and feedback to clients including crisis response and intervention;</li><li>Detects issues such as depression, family violence, substance abuse, intergenerational conflicts through the early identification of warning signs that may be present in part as a result of the cultural adjustment challenges faced by the client/client family and to refer clients to the appropriate support services;</li><li>Provides crisis counselling as needed to ensure IRCC clients are able to access settlement services;</li><li>Develops service/action plans that ensure that are integrated and holistic;</li><li>&nbsp;In more complex cases, participates in integrated case management meetings or meets with professionals and social workers to report clients’ activities and progress, discusses case planning, issues and concerns;</li><li>Maintains related records and statistics. Produces reports, including intake, progress, and discharge in accordance with established policies and guidelines;</li><li>Liaises with other community service providers, professionals to coordinate services and to ensure that interests of clients are considered in decisions affecting them.;</li><li>Accompanies clients to meetings and appointments, as needed.</li><li>Adheres to agency policies and procedures and standards of practice.</li> </ul><p><b>Qualifications candidates will posses:&nbsp;</b></p><ul type="disc"> <li>Diploma in related human/social service field;</li><li>One (1) year recent experience in case managing vulnerable refugee youth populations, or an equivalent combination of education, training and experience;</li><li>Ability to speak/read/write in English &amp; Swahili/Kinyarwanda/French/Kirundi/Kinyamulenge at a professional level;</li><li>Demonstrated recent experience in conducting client needs assessments with multi- barrier vulnerable immigrant and refugee youth populations and implementing a holistic service or action plan;</li><li>Demonstrated ability to implement professional boundaries with clients;</li><li>Knowledge of the refugee experience and refugee settlement issues and knowledge of community agencies, services and resources, especially in the communities of Surrey and Delta;</li><li>Demonstrated ability to work independently, problem solve with confidence to ensure effective case management;</li><li>Working knowledge of standard office equipment and software applications;</li><li>A valid class 5 Drivers’ license and access to a vehicle;</li><li>Ability to work a flexible schedule.</li></ul><p>A Criminal Record Check is a requirement of employment.&nbsp;&nbsp;</p><p>Please note that we currently have staff on the recall list. As part of this process, the worker acts as a liaison between the immigrant and/or refugee client, and the third-party service providers to facilitate the communication and access to programs and services.</p><p><b>The Key Areas of Responsibility are:&nbsp;</b></p><ul type="disc"> <li>Gather information to assess the needs and issues of newcomer immigrants and refugees and their families, and to develop and implement an action plan to meet these identified needs;</li> <li>Identify potential and actual risks and barriers encountered by the client and/or his family to access programs and services that are necessary for the successful settlement and integration into the community;</li> <li>Apply the strengths-based framework, explore with the client/client family past and present coping strategies to address identified challenges/issues, with the goal of facilitating the development of effective coping skills and support mechanisms;</li> <li>Assist clients in accessing appropriate programs and services for which they are eligible, and to ensure successful linking to these services. This includes liaising between the client and a third-party service provider to link clients to appropriate community and government resources and support services, making referrals to resources related to the economic, legal, social, health, cultural educational and recreational facilities, and assisting clients to complete application forms, such as child tax benefit, childcare subsidy, CPP, MSP, OAS, etc.</li> <li>Provide information concerning clients rights and obligations as a service recipient and resident of Canada;</li> <li>Provide interpretation services (both language and cultural) to facilitate interaction/interface between immigrant and/or refugee clients and the community;</li> <li>Detect issues such as depression, family violence, substance abuse, intergenerational conflicts through the early identification of warning signs that may be present in part as a result of the cultural adjustment challenges faced by the client/client family and to refer clients to the appropriate support services;</li> <li>Provide life skills support to assist immigrant and/or refugee client families in coping with various daily living activities, such as banking, shopping, English language acquisition, transportation, and access to a variety of community services;</li> <li>Plan, coordinate and/or provide educational workshops on a variety of topics related to the successful settlement and integration of newcomer immigrants and refugees, such as household management and budgeting, Canadian cultural norms and systems, Canadian laws and regulations regarding child-rearing, income tax, social benefits, etc.</li> </ul><p><b>Qualified candidates will possess:</b></p><ul type="disc"> <li>Degree in Social Work or related human services, or Diploma in Community Social Services, and one (1) year recent community services related work experience, or an equivalent combination of education, training, and experience;</li> <li>Written and verbal fluency in English, Dari &amp; Pashto speaking at a professional level;</li> <li>Demonstrated knowledge of the needs and issues of immigrants and refugees in Canada;</li> <li>Must be comfortable working with individuals who have experienced trauma;</li> <li>Ability to respond to or assist in emergency situations;</li> <li>Strong interpersonal, mediation, negotiation and conflict resolution skills;</li> <li>Knowledge and understanding of legislation and policies relevant to immigrants and/or refugees in Canada;</li> <li>Knowledge in the areas of needs and risk assessment, family dynamics, the impact of trauma, and the settlement and integration process;</li> <li>Ability to promote and implement education and support group services;</li> <li>Demonstrated cultural awareness in working with others;</li> <li>Sound knowledge of community resources, programs, and services;</li> <li>Demonstrated ability to independently and as part of a team;</li> <li>Working knowledge of standard office equipment and software applications.</li> </ul><p>A Criminal Record Check is a requirement of employment.&nbsp;&nbsp;</p><p>Please note that we currently have staff on the recall list. The Employment Specialist will provide career and employment services to skilled newcomer women, newcomer youth, and survivors of violence and trauma, helping them overcome barriers, develop career goals, build workforce readiness, and secure meaningful employment.</font></p><p>Responsibilities include career coaching, workshop facilitation, employment counselling, job development and placement, resource navigation, labour market guidance, and connecting participants to mentorship, training, and community supports. Through these programs, participants gain the skills, confidence, and support needed to achieve sustainable employment and long-term career success.</p><p><b>Key Responsibilities:&nbsp;</b></p><ul type="disc"> <li>Recruits clients by liaising with community services, agencies and training institutions to increase client referrals;</li> <li>Interviews clients and prepares case histories and assesses eligibility for services. Coordinates with community and employment service providers (e.g. Work BC) and refers clients to more appropriate services as needed;</li> <li>Conducts assessments to find each person skills, interests, employment history and career goals as well as their settlement needs. This may include pre-employment assessments and needs assessments to identify barriers;</li> <li>Conducts individual employment counselling sessions with clients to gather information, identify challenges, and initiate problem-solving. The Program&nbsp; Manager maintains budget and subcontractors, managers human resources, oversees subcontractor performance and financial claims, and manages risk within the C.A.R.E. project.
