Reporting to the Senior Manager, this role will facilitate collaboration among LIPs, RIFs, and key stakeholders, coordinate initiatives that support newcomer settlement and integration in Surrey, and ensure project deliverables align with federal and community priorities.</span></p><p><span lang="EN-CA"> </span></p><p><span lang="EN-CA">The Manager will oversee network engagement, strategic planning, capacity building, and project administration for the BCYN LIP RIF Network, strengthening partnerships across BC and Yukon. For the Surrey LIP, the Manager will lead outreach and engagement efforts, maintain the LIP Council, provide secretariat and coordination services, and develop immigration-related information and capacity-building opportunities tailored to the Surrey community. This role requires responsiveness to emerging immigration trends and evolving newcomer needs while working closely with the Manager, Delta LIP &amp; BCYN LIP RIF Network, as well as partner staff supporting the BCYN LIP RIF Network.</span></p><p><b><span lang="EN-CA">Key Responsibilities</span></b></p><p>Network Coordination &amp; Knowledge Sharing</p><ul><li><span lang="EN-CA">Plan and execute training sessions, webinars, and workshops for both settlement and non-settlement partners to enhance collaboration and best practices in immigrant integration.</span></li><li><span lang="EN-CA">Develop resources, tools, and educational materials tailored to local and regional LIP and RIF priorities.</span></li><li><span lang="EN-CA">Oversee the development and maintenance of online resources, including Surrey LIP service mapping tools and demographic profile.</span></li></ul><p><span lang="EN-CA"></span></p><p><span lang="EN-CA">Event Planning &amp; Community Engagement</span></p><ul><li>Organize and participate in major initiatives and events, such as the Surrey Community Stakeholder Forum, Anti-Racism Week, and Welcoming Week, to promote diversity, inclusion, and newcomer engagement.</li><li><span lang="EN-CA">Work with community organizations in newcomer hubs to enhance outreach and public awareness campaigns on immigration and integration.</span></li></ul><p><b>Qualifications</b>:</p><ul><li>Minimum university or college diploma in community planning and engagement, community development, social policy, not-for-profit management or demonstrated related experience in the field;&nbsp;</li><li>2 years’ experience in supervising, developing and empowering staff and teams;&nbsp;</li><li>3 years’ experience in Project Management;&nbsp;</li><li>Understanding of migration and settlement experience of refugees and immigrants; The Employment Specialist provides social and economic integration support to women and men who are survivors of violence and trauma to create workforce connections to good-paying jobs. The service provisions include information, orientation, service linking, job placement and coaching. Employment Specialists possess skills and expertise in the following areas: assessment, information and resource management, facilitated individual and group learning; job development; knowledge of labour market trends, career transition and self-employment etc.</p><p><b>Key Responsibilities:&nbsp;</b></p><ul type="disc"> <li>Recruits clients by liaising with community services, agencies and training institutions to increase client referrals;</li> <li>Interviews clients and prepares case histories and assesses eligibility for services. Coordinates with community and employment service providers (e.g. Work BC) and refers clients to more appropriate services as needed;</li> <li>Conducts assessments to find each person skills, interests, employment history and career goals as well as their settlement needs. This may include pre-employment assessments and needs assessments to identify barriers;</li> <li>Conducts individual employment counselling sessions with clients to gather information, identify challenges, and initiate problem-solving. Assesses clients interests, skills, abilities and readiness as they relate to obtaining and retaining employment and identifies barriers to employment;</li> <li>Prepares clients for, and supports them during the job search, selection and hiring process. This may include proving assistance with matters such as career development, job search strategies, job readiness and interview skills and connecting clients to settlement and career development related community services and resources;</li> <li>Creates marketing materials such as brochures, posters, public service announcements etc.;</li> <li>Prepares and manages case files for clients not eligible for other community or employment services;</li> <li>Conducts program promotion to community services, media sources and internal marketing;</li> <li>Provides referrals to short term crisis and mental health counselling;</li> <li>Plans, develops and facilitates employment workshop sessions;</li> <li>Develops and maintains a network of appropriate contacts with external service providers to support and follow up on client referrals based on needs and eligibility of client group. Position will remain open until filled.<br></p><p><b>Opportunity</b></p><p>We are currently recruiting a <b>RISE Case Specialist - Dari &amp; Pashto Speaking</b> to join the Refugee &amp; Immigrant Specialized Experience (RISE) program. The role of the Refugee &amp; Immigrant Specialized Experience (RISE) Case Specialist (RCS) is to provide 1:1 individual/family-based culturally competent, GBA+ &amp; trauma-informed, strengths- based 1:1 navigation &amp; co-ordination for high-needs clients in first language, in the Surrey and Delta communities, to address their needs, strengthen personal capacity &amp; foster independence for a period of 12-18 months until the client is ready to graduate from the program.&nbsp;&nbsp;</p><p>The RCS will provide individual and/or family eligibility, ongoing and exit assessment sessions as needed in line with the Case Management Framework. The RCS will provide customized systems and services navigation and coordination support, cultural brokerage, knowledge and skills building sessions for adapting to life in Canada, targeted referrals and bridging to relevant programs and services within the community, and accompaniments to facilitate equitable access to services.&nbsp;</p><p><b>The Key Areas of Responsibility are:&nbsp;</b></p><ul><li>Conducts outreach to solicit client referrals to the program (including working with IRCC RAP);</li><li>Responds to client referrals by outlining the program eligibility and services;</li><li>Conducts client intake of eligible clients, including service consent, needs assessment, settlement planning and provides information on, and referrals to other community service providers, resources and professionals as required;</li><li>Conduct needs, assets and capacities through interviewing clients, preparing case histories;</li><li>Plans, prepares and conducts life skills training, encouragement and support (individual service);</li><li>Participates in the development, and implementation of group services, including the workshops, courses, workshop series and support groups;</li><li>Provides in-home and community support and guidance to client families; facilitates positive family communication, assists clients in making positive changes and solving problems related to integration and self-sufficiency;</li><li>Connects clients to community resources and services through language and cultural support;</li><li>Provides emotional support, cultural brokerage and feedback to clients including crisis response and intervention;</li><li>Detects issues such as depression, family violence, substance abuse, intergenerational conflicts through the early identification of warning signs that may be present in part as a result of the cultural adjustment challenges faced by the client/client family and to refer clients to the appropriate support services;</li><li>Provides crisis counselling as needed to ensure IRCC clients are able to access settlement services;</li><li>Develops service/action plans that ensure that are integrated and holistic;</li><li>In more complex cases, participates in integrated case management meetings or meets with professionals and social workers to report clients’ activities and progress, discusses case planning, issues and concerns;</li><li>Maintains related client records for monthly iCARE reporting. Produces reports, including intake, progress, and exit in accordance with established policies and guidelines;</li><li>Liaises with other community service providers, professionals to coordinate services and to ensure that interests of clients are considered in decisions affecting them.;</li><li>Accompanies clients to meetings and appointments as needed;</li><li>Adheres to agency policies and procedures and standards of practice;</li></ul><p><b>Qualified Candidates will possess:</b></p><ul><li>Bachelor’s Degree in related human/social service field;</li><li>One (1) year recent experience in case managing vulnerable refugee populations, or an equivalent combination of education, training and experience;</li><li>Ability to speak/read/write English, Dari &amp; Pashto at a professional level;</li><li>Demonstrated recent experience in conducting client needs assessments with multi- barrier vulnerable immigrant and refugee populations and implementing a holistic service or action plan; </li><li>Demonstrated ability to implement professional boundaries with clients; </li><li>Knowledge of the refugee experience and refugee settlement issues and knowledge of community agencies, services and resources, especially in the communities of Surrey and Delta;</li><li>Demonstrated ability to work independently, problem solve with confidence to ensure effective case management; </li><li>Working knowledge of standard office equipment and software applications; </li><li>A valid class 5 Drivers’ license and access to a vehicle;</li><li>Ability to work a flexible schedule.&nbsp;</li></ul><p>A Criminal Record Check is a requirement of employment.</p><p>Please note that we currently have staff on the recall list. The role of the Refugee &amp; Immigrant Specialized Experience (RISE) Case Specialist (RCS) is to provide 1:1 individual/family-based culturally competent, GBA+ &amp; trauma-informed, strengths- based 1:1 navigation &amp; co-ordination for high-needs clients in first language, in the Surrey and Delta communities, to address their needs, strengthen personal capacity &amp; foster independence for a period of 12-18 months until the client is ready to graduate from the program.&nbsp;&nbsp;</p><p>The RCS will provide individual and/or family eligibility, ongoing and exit assessment sessions as needed in line with the Case Management Framework. As part of this process, the worker acts as a liaison between the immigrant and/or refugee client, and the third-party service providers to facilitate the communication and access to programs and services.</p><p><b>The Key Areas of Responsibility are:&nbsp;</b></p><ul type="disc"> <li>Gather information to assess the needs and issues of newcomer immigrants and refugees and their families, and to develop and implement an action plan to meet these identified needs;</li> <li>Identify potential and actual risks and barriers encountered by the client and/or his family to access programs and services that are necessary for the successful settlement and integration into the community;</li> <li>Apply the strengths-based framework, explore with the client/client family past and present coping strategies to address identified challenges/issues, with the goal of facilitating the development of effective coping skills and support mechanisms;</li> <li>Assist clients in accessing appropriate programs and services for which they are eligible, and to ensure successful linking to these services. This includes liaising between the client and a third-party service provider to link clients to appropriate community and government resources and support services, making referrals to resources related to the economic, legal, social, health, cultural educational and recreational facilities, and assisting clients to complete application forms, such as child tax benefit, childcare subsidy, CPP, MSP, OAS, etc.</li> <li>Provide information concerning clients rights and obligations as a service recipient and resident of Canada;</li> <li>Provide interpretation services (both language and cultural) to facilitate interaction/interface between immigrant and/or refugee clients and the community;</li> <li>Detect issues such as depression, family violence, substance abuse, intergenerational conflicts through the early identification of warning signs that may be present in part as a result of the cultural adjustment challenges faced by the client/client family and to refer clients to the appropriate support services;</li> <li>Provide life skills support to assist immigrant and/or refugee client families in coping with various daily living activities, such as banking, shopping, English language acquisition, transportation, and access to a variety of community services;</li> <li>Plan, coordinate and/or provide educational workshops on a variety of topics related to the successful settlement and integration of newcomer immigrants and refugees, such as household management and budgeting, Canadian cultural norms and systems, Canadian laws and regulations regarding child-rearing, income tax, social benefits, etc.</li> </ul><p><b>Qualified candidates will possess:</b></p><ul type="disc"> <li>Degree in Social Work or related human services, or Diploma in Community Social Services, and one (1) year recent community services related work experience, or an equivalent combination of education, training, and experience;</li> <li>Written and verbal fluency in English and Rohingya Speaking at a professional level;</li> <li>Demonstrated knowledge of the needs and issues of immigrants and refugees in Canada;</li> <li>Must be comfortable working with individuals who have experienced trauma;</li> <li>Ability to respond to or assist in emergency situations;</li> <li>Strong interpersonal, mediation, negotiation and conflict resolution skills;</li> <li>Knowledge and understanding of legislation and policies relevant to immigrants and/or refugees in Canada;</li> <li>Knowledge in the areas of needs and risk assessment, family dynamics, the impact of trauma, and the settlement and integration process;</li> <li>Ability to promote and implement education and support group services;</li> <li>Demonstrated cultural awareness in working with others;</li> <li>Sound knowledge of community resources, programs, and services;</li> <li>Demonstrated ability to work independently and as part of a team;</li> <li>Working knowledge of standard office equipment and software applications.</li> </ul><p>A Criminal Record Check is a requirement of employment.&nbsp;&nbsp;</p><p>Please note that we currently have staff on the recall list. The RISE program works with IRCC eligible clients using an integrated, holistic and client-centred model, providing clients with specific One-on-One case management, community connections and group orientations, through a wrap-around approach.</p><p><b>The key areas of responsibility are:</b></p><ul type="disc"> <li>Conducts outreach to solicit client referrals (Aged 15-30) to the program (including working with IRCC RAP);</li><li>Responds to client referrals by outlining the program eligibility and services;</li><li>Conducts client intake of eligible clients, including service consent, needs assessment or provides information on and referrals to other community service providers, resources and professionals as required;</li><li>Conducts in-home assessment of client needs, assets and capacities through interviewing clients, preparing case histories;</li><li>Plans, prepares and conducts life skills training, encouragement and support (individual service specific to the needs of newcomer youth);</li><li>Participates in the development, and implementation of group services, including the workshops, courses, workshop series and support groups;</li><li>Provides in-home and community support and guidance to youth clients and their families; facilitates positive family communication, assists clients in making positive changes and solving problems related to integration and self-sufficiency;</li><li>Connects clients to community resources and services through language and cultural support;</li><li>Provides emotional support, cultural brokerage and feedback to clients including crisis response and intervention;</li><li>Detects issues such as depression, family violence, substance abuse, intergenerational conflicts through the early identification of warning signs that may be present in part as a result of the cultural adjustment challenges faced by the client/client family and to refer clients to the appropriate support services;</li><li>Provides crisis counselling as needed to ensure IRCC clients are able to access settlement services;</li><li>Develops service/action plans that ensure that are integrated and holistic;</li><li>&nbsp;In more complex cases, participates in integrated case management meetings or meets with professionals and social workers to report clients’ activities and progress, discusses case planning, issues and concerns;</li><li>Maintains related records and statistics. Produces reports, including intake, progress, and discharge in accordance with established policies and guidelines;</li><li>Liaises with other community service providers, professionals to coordinate services and to ensure that interests of clients are considered in decisions affecting them.;</li><li>Accompanies clients to meetings and appointments, as needed.</li><li>Adheres to agency policies and procedures and standards of practice.</li> </ul><p><b>Qualifications candidates will posses:&nbsp;</b></p><ul type="disc"> <li>Diploma in related human/social service field;</li><li>One (1) year recent experience in case managing vulnerable refugee youth populations, or an equivalent combination of education, training and experience;</li><li>Ability to speak/read/write in English &amp; Swahili/Kinyarwanda/French/Kirundi/Kinyamulenge at a professional level;</li><li>Demonstrated recent experience in conducting client needs assessments with multi- barrier vulnerable immigrant and refugee youth populations and implementing a holistic service or action plan;</li><li>Demonstrated ability to implement professional boundaries with clients;</li><li>Knowledge of the refugee experience and refugee settlement issues and knowledge of community agencies, services and resources, especially in the communities of Surrey and Delta;</li><li>Demonstrated ability to work independently, problem solve with confidence to ensure effective case management;</li><li>Working knowledge of standard office equipment and software applications;</li><li>A valid class 5 Drivers’ license and access to a vehicle;</li><li>Ability to work a flexible schedule.</li></ul><p>A Criminal Record Check is a requirement of employment.&nbsp;&nbsp;</p><p>Please note that we currently have staff on the recall list.
