As part of this process, the worker acts as a liaison between the immigrant and/or refugee client, and the third-party service providers to facilitate the communication and access to programs and services.</p><p><b>The Key Areas of Responsibility are:&nbsp;</b></p><ul type="disc"> <li>Gather information to assess the needs and issues of newcomer immigrants and refugees and their families, and to develop and implement an action plan to meet these identified needs;</li> <li>Identify potential and actual risks and barriers encountered by the client and/or his family to access programs and services that are necessary for the successful settlement and integration into the community;</li> <li>Apply the strengths-based framework, explore with the client/client family past and present coping strategies to address identified challenges/issues, with the goal of facilitating the development of effective coping skills and support mechanisms;</li> <li>Assist clients in accessing appropriate programs and services for which they are eligible, and to ensure successful linking to these services. This includes liaising between the client and a third-party service provider to link clients to appropriate community and government resources and support services, making referrals to resources related to the economic, legal, social, health, cultural educational and recreational facilities, and assisting clients to complete application forms, such as child tax benefit, childcare subsidy, CPP, MSP, OAS, etc.</li> <li>Provide information concerning clients rights and obligations as a service recipient and resident of Canada;</li> <li>Provide interpretation services (both language and cultural) to facilitate interaction/interface between immigrant and/or refugee clients and the community;</li> <li>Detect issues such as depression, family violence, substance abuse, intergenerational conflicts through the early identification of warning signs that may be present in part as a result of the cultural adjustment challenges faced by the client/client family and to refer clients to the appropriate support services;</li> <li>Provide life skills support to assist immigrant and/or refugee client families in coping with various daily living activities, such as banking, shopping, English language acquisition, transportation, and access to a variety of community services;</li> <li>Plan, coordinate and/or provide educational workshops on a variety of topics related to the successful settlement and integration of newcomer immigrants and refugees, such as household management and budgeting, Canadian cultural norms and systems, Canadian laws and regulations regarding child-rearing, income tax, social benefits, etc.</li> </ul><p><b>Qualified candidates will possess:</b></p><ul type="disc"> <li>Degree in Social Work or related human services, or Diploma in Community Social Services, and one (1) year recent community services related work experience, or an equivalent combination of education, training, and experience;</li> <li>Written and verbal fluency in English and Spanish Speaking at a professional level;</li> <li>Demonstrated knowledge of the needs and issues of immigrants and refugees in Canada;</li> <li>Must be comfortable working with individuals who have experienced trauma;</li> <li>Ability to respond to or assist in emergency situations;</li> <li>Strong interpersonal, mediation, negotiation and conflict resolution skills;</li> <li>Knowledge and understanding of legislation and policies relevant to immigrants and/or refugees in Canada;</li> <li>Knowledge in the areas of needs and risk assessment, family dynamics, the impact of trauma, and the settlement and integration process;</li> <li>Ability to promote and implement education and support group services;</li> <li>Demonstrated cultural awareness in working with others;</li> <li>Sound knowledge of community resources, programs, and services;</li> <li>Demonstrated ability to independently and as part of a team;</li> <li>Working knowledge of standard office equipment and software applications.</li> </ul><p>A Criminal Record Check is a requirement of employment.&nbsp;&nbsp;</p><p>Please note that we currently have staff on the recall list. Employment Specialists possess skills and expertise in the following areas: assessment, information and resource management, facilitated individual and group learning; job development; knowledge of labour market trends, career transition and self-employment etc.</p><p><b>Key Responsibilities:&nbsp;</b></p><ul type="disc"> <li>Recruits clients by liaising with community services, agencies and training institutions to increase client referrals;</li> <li>Interviews clients and prepares case histories and assesses eligibility for services. Coordinates with community and employment service providers (e.g. Work BC) and refers clients to more appropriate services as needed;</li> <li>Conducts assessments to find each person skills, interests, employment history and career goals as well as their settlement needs. Employment Specialists possess skills and expertise in at least three of the following areas: assessment, information and resource management, facilitated individual and group learning; job development; knowledge of labor market trends, career transition and self-employment etc.</p><p><b>Key Responsibilities:&nbsp;</b></p><ul><li>Recruits clients by liaising with community services, agencies and training institutions to increase client referrals;</li><li>Interviews clients and prepares case histories and assesses eligibility for services. Coordinates with community and employment service providers (e.g. Work BC) and refers clients to more appropriate services as needed;</li><li>Conducts assessments to find each person’s skills, interests, employment history and career goals as well as their settlement needs. This may include pre-employment assessments and needs assessments to identify barriers;</li><li>Conducts individual employment counselling sessions with clients to gather information, identify challenges, and initiate problem-solving. Assesses clients’ interests, skills, abilities and readiness as they relate to obtaining and retaining employment and identifies barriers to employment;</li><li>Prepares clients for, and supports them during the job search, selection and hiring process. This may include proving assistance with matters such as career development, job search strategies, job readiness and interview skills and connecting clients to settlement and career development related community services and resources;</li><li>Creates marketing materials such as brochures, posters, public service announcements etc.;</li><li>Prepares and manages case files for clients not eligible for other community or employment services;</li><li>Conducts program promotion to community services, media sources and internal marketing;</li><li>Provides referrals to short term crisis and mental health counselling;</li><li>Plans, develops and facilitates employment workshop sessions;</li><li>Develops and maintains a network of appropriate contacts with external service providers to support and follow up on client referrals based on needs and eligibility of client group. As part of this process, the worker acts as a liaison between the immigrant and/or refugee client, and the third-party service providers to facilitate the communication and access to programs and services.</p><p><b>The Key Areas of Responsibility are:&nbsp;</b></p><ul type="disc"> <li>Gather information to assess the needs and issues of newcomer immigrants and refugees and their families, and to develop and implement an action plan to meet these identified needs;</li> <li>Identify potential and actual risks and barriers encountered by the client and/or his family to access programs and services that are necessary for the successful settlement and integration into the community;</li> <li>Apply the strengths-based framework, explore with the client/client family past and present coping strategies to address identified challenges/issues, with the goal of facilitating the development of effective coping skills and support mechanisms;</li> <li>Assist clients in accessing appropriate programs and services for which they are eligible, and to ensure successful linking to these services. Participates in policies and procedure formulation and the evaluation of current payroll related practices.<p></p><p></p><p></p><p><span>DUTIES &amp; RESPONSIBILITIES:<br><br>Payroll:</span></p><ul><li>Processes bi-weekly union payroll for 180+ staff using Payworks timesheet system;</li><li>Ensures that the necessary facilities and equipment are in place, payroll guidelines and policies are adhered to, and legal requirements are met;</li><li>Ensures payroll data is secure and maintained in a confidential manner;</li><li>Reviews online timesheets for accuracy i.e. correct total hours, project codes and wage rates, etc.;</li><li>Reviews pay statements and payroll registers for accuracy and corrects any errors if necessary;</li><li>Calculates and processes pay adjustments as required such as step changes, retro payments etc.;</li><li>Maintains employee database including the set-up of new hires, deductions/benefits, terminations salary changes, group health benefit changes and all payroll related changes;</li><li>Has a thorough understanding of the Collective Agreement in order to adhere to day-to-day payroll transactions;</li><li>Coordinates and issues Records of Employment (ROE), T4 slips and T4A slips as required;</li><li>Responds to payroll related questions and concerns;</li><li>Administers remittance for union dues and Municipal Pension Plan (MPP) as needed;</li><li>Supports the preparation of annual reporting including Employee Turnover Survey and MPP Annual Payroll within timelines;</li><li>Prepares payroll reports and conducts investigations for any discrepancies;</li><li>Manages payroll and works with Program Managers to ensure wages are consistent with contracts;</li><li>Provides information to respond to inquires from lawyers regarding legal requests related to Motor Vehicle Accidents and compiles confidential information, reports etc.;</li><li>Responds to requests for information regarding Worksafe, STD, and Disability, assists with completing confidential information forms and provides payroll information as required;</li></ul><p><b>Benefits:</b></p><ul><li>Manages the administration of benefits for union employees. Works with benefits provider to rectify issues with employee benefits changes and invoicing;</li><li>Key contact for internal stakeholders –eligibility, administration, responding to inquiries;</li><li>Reviews and updates payroll register for accuracy and correct any errors in the employee benefit premium amounts accumulated in the Payworks system on a monthly basis to ensure premiums invoiced are equal to the amounts allocated by employee and expensed to correct programs;</li><li>Gain a thorough understanding of employee’s eligibility for the Agency’s Group Health and Welfare Benefits;</li><li>Manages MPP process – ensures staff eligibility and monitors timing in which new employees should receive employment benefits and ensure they are enrolled on a timely basis (Group Health, Medical Services Plan and MPP);</li><li>Other duties as assigned.</li></ul><p><b>QUALIFICATIONS:</b></p><ul><li>Minimum 3 years of proven, progressive Canadian accounting experience and completion of a Level 2 Canadian accounting program or an equivalent combination of experience, education and training;</li><li>Membership with the Canadian Payroll Association and Compliance Practitioner (PCP) professional designation;</li><li>Experience with union payroll;</li><li>Verbal and written fluency in English at a professional level;</li><li>Knowledge and experience with Sage 300 and Microsoft Office software including proficiency in Excel and Word;</li><li>Ability to exercise a high level of professionalism and discretion with confidential information;</li><li>Strong organizational skills and ability to multi-task are necessary;</li><li>Ability to work independently and meet deadlines are required.</li></ul><p></p><p>A Criminal Record Check is a requirement of employment.</p><p>Please note that we currently have staff on the recall list.
